Earl Hicks Jr.
Chief Executive Officer and Founder

Earl Hicks Jr. is Chief Executive Officer and Founder of LegaLock Secure Transcriptions, LLC, the first legal transcriptions company in the United States with an IT network eligible for approval to process, store, and transmit sensitive government data.

Mr. Hicks, a Cuban-American, served as a senior security official with the Department of Justice (DOJ) for more than 17 years. Most recently, and since 2004, he was the Director of Security Programs for the DOJ, Office of the Inspector General (OIG). At the OIG, Mr. Hicks was responsible for nationwide operations of national security, emergency preparedness, and contingency planning programs. While in this position, he was appointed to the DOJ’s Controlled Unclassified Information (CUI) Council to establish a new framework for safeguarding information designated as CUI. In 2007 and 2009, Mr. Hicks received the Office of the Inspector General Award of Honor for his dedication and commitment toward security services.

From 2001 to 2004, Mr. Hicks served as a DOJ Compliance Review Officer and conducted on-site assessments of DOJ Field Offices around the world to ensure compliance with Department and Federal security and communications policies.  From 1998 to 2001, Mr. Hicks was a Litigation Security Officer and was appointed to the Federal District and Circuit Court Judges presiding over Classified Information Procedures Act cases in order to oversee the use and protection of National Security Information and Sensitive Compartmented Information used in litigation.  During this period, he coordinated with court reporters and clerks of the court to ensure proper handling of classified legal recordings and filings.

A graduate of Towson State University, Mr. Hicks holds a Bachelor of Science degree in mass communications and in January 2009 received the Department of Homeland Security’s Sensitive Security Information Certification from the prestigious American College of Forensic Examiners Institute.  Mr. Hicks lives in Howard County, Maryland, with his wife, Lisa, and their two sons, Eric and Michael.



Kevin Kinsey
Vice President

Kevin Kinsey entered the world of electronic security in 1981.  As security consultant for Crime Control Inc., he quickly rose through the ranks within the company to become one of the top sales managers in the nation.

He later moved forward with his first start up company, Security 24 Inc.  The company specialized in CCTV and access control systems.  Mr. Kinsey was among the first in the industry to incorporate microprocessor based technology.  His company was later purchased by a prominent local firm.

In 1990, Mr. Kinsey took his business and sales skills into Real Estate.  He adapted well to this new field and over the course of an 18-year career won numerous awards and accolades for his production and unique sales and marketing abilities. He is an avid real estate investor and also enjoys renovating older homes.  Mr. Kinsey attended the University of Maryland where he studied Business Administration.

In his private life, Mr. Kinsey enjoys fishing and working with his Australian shepherds, Jet & Joker.  He also has the flying bug and has been a certified private pilot for 10 years.  Kevin and his lovely wife Karen reside in Glenwood, Maryland.



Diana L. Huffman
Advisor, Medical Transcription Services

Diana Huffman has been a medical transcriptionist since 1979 when she started her career in the U.S. Army Hospital, Augsburg, Germany as the lead transcriptionist for several years.  After returning stateside, Diana started her career in the legal field first as a legal secretary for many years, then as a senior partner paralegal for nine years in a defense firm dealing primarily with medical malpractice and Workers' Compensation cases.

In 1998, Diana founded Medical Transcription Services in Charleston, West Virginia.  Among her clients have been the West Virginia Attorney General’s Office, West Virginia University Department of Pediatrics, as well as local physicians in the specialties of cardiology, pulmonary medicine, internal medicine, oncology, and OB/GYN.  

In addition to 25 years of medical transcription experience, Ms. Huffman also assists court reporters in the transcription of court transcripts, witness statements, and depositions.  In addition to her duties with LegaLock, Ms. Huffman also provides freelance transcription services of insurance documentation and witness statements for Crawford & Company.

Diana currently resides in Charleston, WV with her husband, Jeff.



Alen Dalton
Director, IT Operations

Mr. Dalton brings more than ten years of experience supporting a variety of Federal, state and local government technology contracts including in a variety of both technical and program management roles.  He possesses the technical skills, business acumen, and communication skills that are important to the successful on-going management of Legalock Information System. He has a keen understanding of the needs and mission of Legalock's customers, as well as a successful track record of managing similar technical operations involving multiple project components and delivery orders.
